Question.


on the bottom of it 2 bolts hold the underneath of where the steering stem or collum would attach to inside the car.

i can undo it, should i be undoing it & filling it with Oil or grease?

it's a brand new one by the way.

Don't touch that!!! :shock:
You put oil in by undoing the clip/cable tie on the RH tierod. Stick an oilcan filled with 90/140 or similar gear oil in there, and pump away.
It takes about 200ml.
Do this with the rack horizontal.
Turn the rack both ways fully after doing this, to make sure it's not overfilled. Then put the clip/tie on and fit to the car.
NOTE:
If there are cable ties holding the boots onto the rack, bin them- or it will leak.
Fit either the proper rack boot clamps (if you find some) or 33-57mm wormdrive hoseclamps. Fit these with the screw at bottom front, facing down. Otherwise you can't change boots on the car if you need to.

should i Remove both top & bottom cable ties?

replace them all with wormdrives or rack boot clamps?

Just do the 2 big ones. The ones on the 2 rack tierods are OK.
