 Post subject: clutch?

ok the question is do i need a new clutch? when i drive it feels as though the clutch is on and the engine is revving much harder then the speed you are travelling hopefully this makes sense......the little bolt on the bell housing is wound in so it isnt touching the clutch arm and it is stqill happening does this mean my clutch is haddit?
