That gap is total free play in the clutch operating mechanism. At .060" you will have this problem.
The
smaller this gap is, the more the arm will move when the pedal is pressed and the less clutch drag you will get.
Please set it at .020", this will either reduce your problem or fix it.
If problem is still there after this check for wear on the pivot pin, and the ball on the bottom of the arm.
Also, check the clutch master cylinder bore. It should be 0.75", some Minis have a .70" one which is too small and doesn't give enough clutch travel. Particularly when things wear.
