The black finish on replacement panels - leave and prime/high build or what ever over or remove to bare metal and etch prime before proceeding?

I would remove it. It is on there purely to stop the panels rusting in storage... and it's not great even for that.

yeah your going to to effort of doing things properly so you may as well take a minute and take that coating off
