The VIN system was introduced well after the end of Australian Mini production. So you need to use the number on the compliance plate.
The number they are after must also be stamped on the car. It should match the number on the complaince plate.

If it has a compliance plate (Dec 1969 onwards) the right number will be found stamped into the radiator shroud, on the LH inner guard.

In your first post you said that your car had a complaince plate. :x

Have a look on the bulkhead (firewall) just behind the brake and clutch master cylinders and see if ther is a number stampped there ,, it may match the number on your plate Cheers Mark
PS if these numbers match , use these numbers and yor ID plate as vin number

If there are 2 holes on the firewall where the ID plate was, the number is often found stamped behind or below the plate..
The number on the radiator shroud should NOT be used for rego but many inspectors do look there as they are more used to inspecting later Minis.

ID plate has body number engine number car colours etc.

Compliance plate has a list of the ADRs that the car complied with, the car prefix and number, and date the plate was affixed. NO engine number.

There would be 2 holes for rivets there, about 3 inches apart. All cars got them then, they must have been filled.

Registered my 63 Cooper yesterday.
When it came to check the four digit Car Number (in lieu of a VIN number) the RTA found that a trailer plus several other cars were already using that number. This caused all sorts of consternation and they wanted me to have the car stamped with a VIN supplied by them. This I was not happy about Jan!
Finally we compromised and I stamped the car with the Cooper type number plus the car number eg YKA2S1 ****.
Took me most of the day but its on the road and has at least a sensible and relevant new VIN.
I believe that this has beenan ongoing problem when registering Minis as many of the trailer manufacturers use a serial number system for identifying their trailers and most likely occurs in other states as well.
Still I have a big grin as I have a Cooper back on the road again. 8) :P :o

Similar story.. my father bought a one-owner Daihatsu in Melbourne and drove it back to Brisbane to register. Queensland Transport informed him that the engine (a piddly little one litre, 3 cylinder) had been reported stolen in Victoria. According to them, that engine actually belonged in a Porsche 911.

The engine number matched the original delivery paperwork which Dad got with the car, but the bureaucrats would have nothing of it and insisted that it was stolen and he take it to the cops to sort out. They reckoned the only thing he could do if he could prove the engine was not stolen was to get a new number issued and stamped.

Arguing the absurdity and knowing what this would do to the legitimacy of the car and therefore its value, he stood his ground and argued common sense.. they eventually capitulated and allowed the car to be registered.

Bureaucracy

The only number they will accept is one that is stamped on the body of the car. Removable plates are not used to identify the car's number.

Must admit to hating to have to stamp a number in the engine bay after it was fully prepared and painted but at least the number relates to the car and not some 15 digit bit of nonsense.

It could have been worse, they could have refused to register it altogether or called the cops and reported it as a rebirth.

P.S: I love VicRoads, all their employees are helpful, capable, knowlegable and efficient.
