This really isn't my dept, but do you mean you wish to make some flares from scratch using fibreglass or do you have some fibreglass ones you want to put on?

I recon the best way is to make some metal 'backing plate' from 1.0 mm sheet metal. These are used to extend the lip that runs the length of the car, but you of course only need to do the bits around the wheel arches. The flares will then 'sit' on these (and you can trace around you flare to trim back the backer) and if the flares have a lip that sits on the backer, use the chrome finisher to hold it in place. This is how the Clubman and Cooper S flares are attached. If you get the chance, have a look at say a Mini S.

Otherwise, you may have to use self tappers through the flare into the body, then if you don't want the screw head to be visible, use a bit of body filler to cover them in.
