This is a "proposal" by Vic Roads, the question get raised alot on this site and this answers alot of the speciulation about the future proposed changes, It also give you an oppurtunity to review and offer feedback.

Yeah I read it a few weeks ago. I was waiting to see if someone posted it.

Looks like a great scheme. There's still a bit of uncertainty about what mods are allowed though.

Mods is just a whole other can of worms......... But I like the new "log book" scheme...... Sunny Sunday morning drives in the Dandenongs when I want too...

ahh thats brillant.. I'm only in Australia for 112 days of the year!!!

will be interesting to see how the TAC charges stack up on top... plus $10 for the log book itself... at least they plan on keeping the plates free!

i read most of this..seems like they have made some good changes....for me the ability to drive my car in the 90 days period and not have to go in a club event is great..as i only want to be able to drive it on the weekends....one day will be fine..
thats if i read it right..

or can only the owner of the vehicle get a permit?

Looks like a great idea. I wonder if NSW is thinking of changing the current Historic Plate scheme to replicate Vic?

The current scheme, and the proposed one as far as I can see, is for members of appropriate clubs. So long as you are a current member you should be eligible to drive a car with a club permit approved by your club regardless of who owns it. I don't think (but don't know for sure) that you can drive a car with a permit issued by another club even if your own club is also a member of the club permit scheme. So if your dad is also a club member then he can drive too.

Remember that all you need is a proper RWC, which is not as stringent as a Vic Roads registration inspection. I've had a chat with the local RWC guy who is very much by-the-book but knows Minis. My half-cage is Ok and harness is fine too so long as I have belts in place. No need for rear belts in a pre-71 car or a demister. Just need to make sure everything works and is safe. With luck even the windscreen will pass.

90 days is nearly 2 days a week - now if you had 2 (or more ) cars on 90 days. you could have a daily driver(s) on cheap rego :wink:

Or four cars on club permits and be covered for 360 days a year. 8)

I have read this as well a few weeks ago, this new scheme will be great for everyone in the classic car community. Imagine how many people are now going to consider having a hobby car. As for the modifications I will be very interested to hear what is allowed given I think hot rods are included in the scheme (but I did read this document a while ago).

A Hot Rod is a Hot Rod. You can't modify a Hot Rod because it is impossible. If you modify one it is still a Hot Rod. :lol:
A Mini is not a Hot Rod. Anything you do to alter a Mini is a modification.

I think they are considering a national system eventually. In NSW, you can make "period modifications" - it is up to the clubs as to what is allowed or not, and some clubs interpret and action mods differently.

In my (non mini) club, if it is in doubt, we ask the owner to prove that the mod was available in the period (through period magazine ads; price lists etc).

Would a weber be allowed on a mini under this interpretation - Yes. I had a 40mm, then a 45mm on my mini under their club scheme. If you can prove Lynx or Mini Kingdom or whomever sold weber manifolds or kits which would not be hard to do, then it is legal. I ran webers on two of my club plated cars with no problems. When I wanted to upgrade to a bigger engine from a model made after the period, I was not allowed.

Hot rods in NSW are covered under a similar but not identical system, an umbrella concessional registration scheme that also has to cater for Tractors, forklifts and other machinery type vehicles.

Very interesting , some of the information I originally had has been modified / changed , I have to assume this was after the Vic Police Review.

The big changes I can see are Club Permit Trailer's are now allowed and Vintage Motorbikes are now covered.

The focus is now firmly on Club participation and self regulation, and gives the Police a definite structure for enforcement .

I,m still hoping the 12 month review will still happen to consider adding a 120 day permit as well.
