It does sound like an Earthing problem, but are there any other problems (Instument lights dull, fuel / temp gauge reading odd etc)????
The Instrument Cluster Earth (it's a black wire) is bonded to the body under the bonnet, near the fuse box. There is a small body stiffener / brace that the wiring loom runs through. It is on this stiffener that the Earth Wire is bolted (1/4" UNF - 7/16" AF Spanner). It should have an internal star washer with it, so that a good wire-to-body connection is made.
It that is OK, then it may be possible that the mulipin connector on the back of the instrument cluster is not making a good connection or the printed circuit on the back of the instruments is damaged.
