if I have a dead flat battery should my alternator be able to run high beam lights plus head unit plus a amp 75 watt???? Cause it don't or do I need to replace battery ???? I have a multimeter what should I check and what voltage should it be

Yes.
Once jump started and running it should be capable of charging the battery and running all standard things. An immense stereo will make it struggle.

To check battery, with car running remove the battery caps and look in at the acid, a few bubbles is fine, any boiling or muddy acid means battery is no good. Also dry is bad.

To check alt use a multimeter across the main terminal of the alt to a good earth (the alt body is good) with a dead battery expect 13 volts rising and with a good battery 13.8 - 14.5 volts.

ok cause I recently pulled battery out and one of the cells was dry so is it a battery problem u recon

quite possibly, but you could do a quick check with your multimeter when you get it running, just test the voltage across the battery, with the engine running it should be above 13volts, but over 14.5 or so isnt so good. This is just making sure the alternator is charging ok

A dry cell is definitely a problem. It might be time to change it out...but have your alt tested to see it is not overcharging as matt said above..

Most auto electricians will test a battery for free, but in my experience any battery that has had a dry cell is always stuffed.

New battery time. As Mick said, also get the alternator checked too because if it is faulty it will kill a new battery too.

ok brought a new battery and didn't fix it put multimeter on alternator again and it is basicly stays at 12 volts that mean it no good !?????????

What's no good - battery or alternator?

Did you get the alternator checked like people suggested?
It does look like the alternator is not charging based on your (loose) description.
