Post subject:  Removing respray from compliance plate

I would like to remove the paint from a previous paint job. For some reason, the previous owner/s decided to spray over this plate. Would like to remove this without damaging what lies below.
Below is a link to a Mini on ebay - with a pic of what a plate looks like.
Any ideas?

Would thinners eat away the black on the plate?

If you can take the plate off, brake fluid works well but may take a day or two. It will not remove the black but thinners possibly will. Brake fluid also works well on plastic bits light light lenses etc.
