As far as I can imagine you will need an engineers certificate approving the new seat belt mounting points.

Is it to replace a seatbelt or as an accessory with your seatbelt as the main restraining device?

Its a grey area but be careful, if you get caught with only the harness on then youve legally got no seatbelt on.
