I'm not sure if I fully understand your question as you can't set TDC with the head but if you're trying to find TDC and you only want it rough (depending on how good you can 'feel' it - with a bit of practice you can get very very close) this is how I do it...

1) Take off rocker cover

2) Take out the spark plug on number 1 (closest to the radiator)

3) Get the long #2 phillips head screw driver out of my stanley set

4) Spin the engine around (by putting it in 3rd gear with the handbrake off so you can push the car back/forward to spin the engine) so that both the inlet and exhaust valves are closed on number 1 cylinder

5) Use the screw driver to rest on top of the piston (with you guiding it so it sticks pretty much straight up) through the spark plug hole and continue to rock the car until you're happy the screw driver (piston) is as high as it can go

At this point you may also be able to use the timing marks on your flywheel to get it even more accurate. You may also be able to get a dial indicator through the spark plug hole if you're keen to get it 100% correct

I do it much like that, but I use a pushrod, stand it up in the plughole as straight as possible and put the dial gauge probe into the top to hold it there.
It's pretty accurate.

still as per original question which rocker is fully open (rocking) and which would you set the gaps on for TDC on 1
I haven't got the answer with me off the top of my head (pun)

TDC on the compression stroke is when the piston is at the top of the bore, and both #1 valves are fully closed.
