Removing the inner guards around the engine...How? Legal?

In regards to the how, get an angle grinder and a thin cutting disc and go for it.
As to how legal it is you've lost a bit of impact protection so an engineer probably wouldn't like it, but it's all down to how you justify it to him.

You might find that your front end will be a bit more flexible, as your inner wings provides quite a lot of support to the front wings and where the bonnet meets. That's just my thinking while I'm on the train, I've never seen it done fully in the flesh so the wings might have enough stiffness to stop that.

Why are you wanting to remove the inner guards. Not only are they structural, but they also help in the cooling process of the engine. Having the guards there pressurizes the engine bay somewhat and helps force the air out through the radiator.

Even when doing the engine conversions the guys try and leave as much of the guard as possible.
