Hey guys i have a 998 and it does not have vacuum advance. where as my 1100 does, any reason why?

The 1100 is older, and did not have to comply with emissions laws (ADR27A etc) like the late ones do.
BTW the most advantage you will get from having a vacuum advance is a little more economy, and that's debatable if you have put a big cam and other mods in it.
