When the painters put my right hand tank back in a couple of years ago, they didn't push the neck through far enough and it makes it hard to put the cap back on.

I have loosened the bolt on the strap to try and push it back through, but it wont budge. Is there something I'm missing? What is stopping it?

If the hole is in the wrong place or the neck on the tank is not facing the right way, that will hold it in.

Well that is quite possible. It is not a genuine factory hole, and the tank is a converted LH tank. I will have to loosen it again and have another fiddle. I didn't really have time when I did it.

when first installed they had carpet underlay underneath them, this raised them up almost a centimetre.

i have the same issue with my left hand tank, i had rubber under it, but when i did my rear shocks i forgot to put the rubber strip back in.

Im just too lazy to be bothered with it at the moment other things to do. :D
