I seem to remember the official one was 24 - set sometime in the 60s/70s by some very hungry uni students - that's what I've been telling people anyway because every now and then a mini-less non-believer will ask...

According to http://www.guinnessworldrecords.com it is 21 for a mini and 26 for a MINI
