The easiest way to keep them clean is go to autobarn and buy some chrome mag wheel clean made by meguiars. I use this stuff on my 19" wheels and it comes up fantastic. all you do is spray it all over the wheel and leave it for 30 seconds or more and high pressure wash it off :)

That Mothers tool is really good but not for chrome. It's made for high polished aliminium :)

I'd recommend a layer of wax on the top. Chrome these days seems pretty poor quality and anything you can do to stop water causing rust is a good thing.
