I have a few `strange' kits here from Mini King (strange in that they have 2x bushes in and no needle bearing, so won't fit most Mini arms except 1959-61..) :?
Anyway, they are a split (ie rolled) bronze bush, and when butted up round are pretty much size for size on the shaft.
I would say after pressing in, only about .005" would need to come out with the reamer, if that.

Nope you would do better with an adjustable reamer.
You can then adjust the size to fit the shaft.
I use this one-

Cheap but well made.

You will need to tap it then screw a guide on, to ensure alignment between the 2 bushes.

If you have a lathe you can put one end of the arm on the tailstock centre, and the reamer in the chuck.
Like this- (note for illustration only- I need a bigger centre... )

Next time you have some verniers in your hand any chance of making a sketch of the pilot part so I can get one made up
