I think it is the late UK 998 Morris Cooper. They kept making the Cooper for a lot longer over there.
A Cooper expert will know more about them than I do. :lol:

Also the Japaneses Rover Cooper I saw had COOPER in a boomerang shape in the middle of a Leyland style steering wheel.
