Does the seal have much pressure on the filler neck when you screw it on?

The problem is usually the tank and not the cap.
Drmini cut the neck off his tank and fitted a repair kit

Yeah I rinsed the tank a few times with hot water, then filled it with cold water to the bottom of the neck while I oxy welded it.
The weld is inside the rubber grommet so can't be seen.

Often the cork seal is crushed and doesnt allow it to seal. Get the centre from the chest cover cork gasket from a small bore gasket kit and cut a new one seal for your cap. initally it will be tight but it wears in.

The cooper s chest-cover cork is too thick.

Many tanks have damaged bayonet lugs in the top (or the sealing face bent) from bogans levering locking caps off to pinch fuel.

Neoprene rubber is a better seal than cork, which tears up from the cap being turned.
You can buy the right size neoprene seals at a boat shop (they are used on S/S cruisetanks, which take the same cap size as a Mini).
[edit] I'm talking Mini sedan tanks here, your woody's neck may be different diameter (I've never measured one).
