Once they retract... is there a trick to get them to reel back out?

Yes. Hold the reel horizontal, and the belt can be pulled vertically up (slowly!). |

Ya stuffed now! 
Sometimes you can pull it pack out enough it tightens up, then you have to hold the reel in the installed position and hope it comes back out. Some have a spot where you can see/release the locker too. |
