Is this block number related to inline 1275 motor?

It's just a thin flange 1275 block. Could be either an 1100S or an MG Midget. Same casting number.
An inline block will work in a Mini. The only mod is to machine the rear main bearing cap's oil return off so it's flat like a Mini one. Of course you need a transverse 1275 crank to use in it.

I'd grab it for $200 if you need a block.

Looking at the Photo, the fact that it has those 2 Short Studs in the Sump rail indicate that it is more likeky to be from an 1100S (1275) originally.
