False and possibly True.

They were sold by BMC Australia as an accessory, you could pick them up from any dealer.

But they may have also been sold by Paddy Hopkirk as accessories too, quite a few BMC bits were also sold by Paddy.

I bought a set from the UK several years back, but found that I couldn't fit them to my Aussie doors, they'd only fit sliding window doors. There may have been an Aussie version though.
