Wire brush or sand to bare metal, treat with deoxidine, prime (etch or other although etch primer might have better rust treating properites, not sure) then paint. As Far as I know

Depends on the location and the amount. If its surface rust on the middle of the bonnet, you would naturally treat that differently to a rust hole in the corner of the rear window..... |

Cut the rusted area out and weld a new one in.. Here are some pics of what i mean The first is the boot, where the spare is.. 
This is in the boot rear driver side corner

Nice welding there, Gordo.. 
When I did our Clubbie, the whole circular spare wheel well was history. An old XT computer gave its 1.0mm cabinet for the cause.

I wish i could take credit for it.... The only thing that comes close to welding that i have done is silver soldering for copper pipe fittings with oxy and acetelene. I will learn how to weld...ONE DAY |
