Hi this is a very lame question but it may save me coin. Is a full gasket kit the same for a 998 as it is for an 1100?

I believe yes. Small bore is from 848 and 1098

Yes Gaskets are exactly the same. Just a small bore gasket kit.

Carb gaskets? But they usually supply both.

You could try the make your own gasket thread in the How-To as well for the cost of a roll of gasket paper.
