Use 2 pair of pipe wrenches. If it slips on the outer part (which is hardened) grind 2 flats on it on opposite sides.
I made a C spanner to undo them, but not worth that for doing 1 rack.
When doing back up, tighten until the tierod locks tight, then undo it
1/12 of a turn (no more) and tighten the lock nut back against it, firmly. Then stake the nut with a hammer + pin punch.

If you swap the old lock nuts L>R and vice versa, they `often' tighten in a different spot, so you can restake them.
If you need new locknuts, John Smidt and Karcraft both carry them.
