I'm pretty sure that is the case in all states now.
Deseaming is dangerous if not done properly. I bought a deseamed Deluxe once, it was so badly done that I scrapped it.

They do hold the car together but it is just a long weld. So long as the de-seaming is a good weld it should be as strong.
However you are changing/modifying the way the body is held together so technically yes it should be engineered and mod plated.

Where are you located?
A flip front can be quite hard to do and it will also need engineering.

I think in qld you can only do flip fronts on pre 71 cars too?

I am in Queensland (Gold Coast) and have a road registered, engineered and complied fibreglass flip front on a 75 body.

I had braces fabricated that extend from the body work at the top shock mounts, then mount onto the front of the subframe. The Compliance Engineer checked all the hinge mount design, the brace design and the quality of the front end. He then certified the design AND installation quality. It wasn't cheap to get the Blue Plate for Queensland Transport but I also got a modified fuel tank, half roll cage and nonstandard seats onto the same Modification Blue Plate.

PM if you want any more info about doing a flip front conversion.
