Yes I've been told it's the result of a recent change request, due to the inferior quality of recent SCCR gears.
People are sick of breaking gears.

This is great for racing as the sccr and synchro quality has been a major nightmare. However, this is probably bad news for our road cars given the reduced demand and less focus on quality.

so if you have a 22G1128 gearbox case you're just not allowed to change into 1st gear when you're moving?

It's just the weird way they write and update the rules.
