Perhaps the inner column isn't right on the splines of the steering rack (you took the bolt out before putting it on?) otherwise the outer column can be pushed too far down, loosen of the steering column bracket under the dash and slide the column up, it is in the right place when the 'T' bolt on the inner column lines up and cancels the indicators.

Is the steering wheel right down on the splines?

AUSMINI ELECTRONIC RUBBER STAMP
sounds very dangerous to me
i`d get a mini specialist to check it all over
so much stuff to look at & if you miss one (seemingly) silly thing
could mean disaster & pain
please get an experienced mini mechanic onto it???
