So the rad has a 25mm spout and the 'stat is the same size.
The only size hose that is the correct shape is 28mm ID.
Is there a source for either silicon or rubber hose that would fill the gap?
So needs to be 25mm ID / 28 mm OD and about 1.5mm wall thickness.
I could then fit the top hose over it.
I have searched muchly with no luck.

Thanks for the pic mate. Hard to be certain but it looks too flat.
Because of my set up there is a step of about 20mm between the MPi stat housing and the rad tube.

This hose looks to be offset to work with the sandwich plate.
