That graph does not have the third dimension req'd - volumetric efficiency.

That's right. :D
A poor breathing engine can sometimes take a lot higher compression ratio to make up for the poor breathing. (example, HQ Holden race cars could run about 15:1 on Avgas or 12:1 on the old leaded Super due to the restriction of the single carby)

Each engine need a different set of numbers to make it work.
