Bore it, & stroke it & fit a Bimmer Twinky cyl head & turbo inject it & add a Nos Kit as well...

You don't need big HP to make a 10 second car. You just need many cameras to turn life at a '1/4 mile at a time' in 10 seconds to 2 minutes of 13 year old aspiration.

Back on track, you need to define Big HP. How much is 'big'? A blown mini will make a fun quick mini, but won't show much on a ricer dyno day. It's all relative. But basically, first off you would need an understanding of how a mini engine works and how to make it purrr (start off with 'How To Modify Your mini' written by David Vizard and move on from their.

Oh, and everyone has their opinions but for big HP from an A-series get yourself (if you don't already) a 1275, preferably a Cooper S, but when you start modifying any 1275 will do. Just that the S motors come with lots of fancy stuff standard.

bimmer twinky head for reliable,steady hp.
if this is a daily driver.
if you are good at mechanics then go for the su route(turbo,blower),because your going to have your head under the bonnet every time you fang the car.
if you want big hp,then your in the wrong section,you better go over to engine swaps,starlet turbo conversion,that way you don't have to worry about blowing up your gearbox.
but then aint a mini anymore.

for good power increase without spending a fortune, id put a shaved cylinder head on it with bigger ports and valves etc, some 1:5 ratio rockers, different coil, performance dissy, weber extractors etc, all these things can be done with relative ease, no pulling the motor out, and will give u a relatively large power increase.

You talking about a 998, 1100 or 1275?
If you really want big HP, turbocharge a 1275... you will see around 180hp done right...

You can get about 100hp from an N/A 998 or 1100 (with HEAPS of work and HEAPS of money) but thats NOT bolt on HP.

You REALLY need to tell us what you mean by big HP... then we can actually help.

For some mini owners 'Big HP' is adding a bigger carby, bigger exhaust and thats it...

You mention heads... if you want big HP then you should consider the Elder head. It performs brilliantly... but will set you back about $5000 with exhaust and carbies (twin weber carbs)

SOOOOOO many options...
