But where do you get the CNG from???

You can buy a machine called a refuelling appliance. Its a compressor plumbed into the gas mains. While your car is plugged in overnight it refills the CNG tank in your car.

You use your own special Compressor + the Natural Gas piped to your house = CNG

There are also a few CNG refuelling stations. I think there are three available to the public in Perth, but most of the bus depots have them now.

There is a CNG refueling station in Goulburn but I am not sure if it open to the public.

The idea of a CNG refueling station in my carport appeals to me greatly. I doubt that I could justify the expense at this stage but I think that it is the way of the future.
Most cars are used for short trips and CNG would suit most peoples driving habits. Lack of range for long distance work is the bad side of it.

My work is trialing CNG powered trucks in Sydney. They have five of them at the moment. Converting a Diesel engine to CNG is a very difficult thing to do but Cummins make a CNG engine to suit the job.

The Govt IS planning on introducing an exicse for LPG but not for another 3 years. http://www.aafrb.com.au/consumers.aspx?page=5 - bottom of page show the staggered rates at which it will be done to a max of 12.5c/L so still not a huge amount compared to petrol or diesel (currently around 38c/L)

Not sure what you mean about the spot for the gas mixer and a twin manifold.
Try the Amos website for a mixer that may suit they are in NZ.
There may even be a mixer that fits inside the air filter.
You will need to find room under the bonnet for a convertor, they are about the size of a brake booster although some are a little smaller.
I think you would have to plan on the tank being inside, there is probably not enough clearance beneath the a mini for a tank to be fitted. The rules are set out in AS/NZ 1425
