Is having no vacuum advance going to reduce fuel economy at part throttel becouse im wanting to set the motor up for economy over power as i believe the vacuum advances the timing under high vacuum to improve fuel economy is this right?

Mine has the vacuum port which I have capped because I am using a 45 Webber. You might be better swapping yours for the same one with the port. If it is still unused and you got it from Ted Cross in Melbourne he will swap it for you.

"If you have a cam with 270° or more duration, having a vac advance connection will do little for economy. You may think it works when watching the strobe light in neutral, but under way there is insufficient part throttle vacuum to advance it".
Quotation: from Graham Russell.
