It's a popular pastime in UK to fit carb(s) instead of the SPI. And over there they DO test emissions annually. If they didn't pass they would be off the road.

It's technically illegal here [NSW anyway] to replace your motor with an `older' one (I was knocked back once when I swapped a late 998 Clubby one out for a 1098).
Effectively the inspector was arguing about the engine number on the [identical] block, so I went elsewhere.
How stupid is this rule- did engine reconditioners keep stock of newer motors when you wanted an exchange rebuild, NO of course they never did. Any Oz Mini from 1970 on with an 1100S motor in is breaking it.

But lately most blueslip inspectors don't seem to care.
