Can anyone explain what the bolt holes are for in either end of the sill panels on both sides of the car, they appear to be too far under to be of any use other than to allow water and dirt to access the sill panel at either end thus creating rust equally along the length of the sill panel either side of the jack reinforcement section and other sections along the inside of the sill.

I can't "see" the holes in your photo you are referring to.
There is at least one hole on the underside of the sill, on the angled section between the flat floor panel and the vertical side of the sill.
It, or they, were possibly for drainage of the sill section during the rotodip bath. They were also plugged with some kind of putty that crumbled over time.
If that makes any sense.

Sorry Bill, i was just posting photo of the rust in that section. Yes the holes are in the angled section of the sill panel, but they appear to be threaded, but too hot in the shed at present. This is the section inside of the sill.

Removed most of the section inside to do the repair. The hole is toward the front part of door where 3 drill marks are. Rotodip must have only been done on the outside!

they were used to bolt the shells to racks for the rotodip baths

Ok that makes sense, must have originally had something to block them up, might put a bolt in each one when time comes to seal it up.

They attached feet or fittings so the shells could sit on dollies for production line or be picked up with a claw/crane.

Thanks Phillb, it would have been nice if some of the areas that caught and held the mud/water had been a bit better designed, but then again they were not designed to last this long and the Clubman that I am working on is really not too bad, mostly rear beaver panel and now it looks like the drivers side will also need looking at.
