If you are talking the generic BMC chrome buckles then I place a screwdriver in these 2 spots and lever it open.
The metal is more flexible than it looks. Putting them back in I just push on the bent ends and they flatten back out.
I have done a few and never had an issue. See what others do first before going ahead.

Looks the go as the other end is bent over and clipped in. Also saw on Youtube a similar type of buckle but the explanation of how to open was vague, but sounds like it was mean to be what you showed.

Nothing like a good picture as well!

Not sure how pedantic you want to be. The originals had a raised/embossed rosette. There is a bit in this thread on the BMC stickers and phillb was playing with the embossing. viewtopic.php?f=2&t=78502&start=45
