Okay then, here is what to do. Rip out the engine and put in some type of Japanese motor that is fuel injected that should solve the rest of your problems. That's what I did when my carb started having issues. It sounds like you are not totally new to this so your guess is probably as good as mine without me actually being able to tinker with it myself. Does your float, float? And I think if you turned the adjustment down on the bottom of the carb you are actually making the mixture richer because you are dropping the jet down which effectively makes it bigger. I try going up. On the carb I had on my 1000 there was a small button on the bottom of the carb that you could push up when the car was running. You adjust the mixture until the engine speed does not change up or down when you push this button.
