Most of the signatories listed by the RTA are used to dealing with transport industry work. All of the pantecs, coachwork for buses, tray top tow trucks, etc all have to be engineer approved because the basic cab and chassis is what the manufacturer supplies and the new owner then adds the required load area.
The ones who deal with car modifications are mostly enthusiasts themselves because quite frankly doing trucks is better business, but they have a duty of care under the law to ensure that anything they sign of on is actually safe.
Anton, you would not believe the technology available to trace internet traffic to you. The way the law stands at the moment, i don't think you could induce reasonable doubt that the geeks were not showing the very electrons that transmitted your opinions to the world
