I reckon the 1.3! If you get the 1.3 roller tip from mini spares in the UK, they are actually around 1.32:1 and are consistant (KC's tests).

The standard S rockers are less than 1.2:1.

If you want the motor to perform and last a reasonable amount of time between rebuilds, fit 1.3. For Max top end (like in an Nb / Nc racer where you live past 6000rpm+) fit 1.5. But the price to pay is increased valvetrain wear, from the cam, followers etc. Need to match them with heavy springs to control bounce due to the increased speed the valves move, which accentuates the issue.

My two c says "1.3 roller tipped (not full roller)"

Actually the springs do not need to be heavier with 1.5 rockers, they gain a mechanical advantage against the pushrod and follower ( where most of the weight is).
But BEWARE- you will need springs with less coils, that cope with the extra lift without becoming coilbound. I like the C-AEA526 ones- they stand up to .495" lift and 8000 rpm. Just right for my 1360 roady with S crank. 8)

I stand corrected with the springs, Makes sense when you think about it.

Unfortunately the 1.3 roller tipped are no longer available from mini spares in the UK.

You can still get the 1.3 Minisport ones, pristic runs a set.
They do look OK- he's not had them in long, the jury is out on how well they last.

Simple, weren't selling enough. Same price as 1.5:1 sets, most people buying them wanted the performance gain only, so the 1.3s were considered a 'standard lift' not an improvement. Not as sexy, can't boast to mates etc.

Image vs reality.
