You have to confirm the circuit is complete.
the horn is supplied with 12 volts from the fuse box. It always has 12 volts on it. The other side of the horn is grounded by the horn push on the steering wheel. If all is well the wire coming back from the horn will pass through the contact slip ring on the column, through the switch in the horn push and down to ground through the steering column.
What you will need to do is pull the column shroud off and follow the circuit all the way to the horn push button. The wire will come back from the horn via a purple wire and will be connected to a copper brush that contacts the turning part of the steering column underneath the indicator assembly. test it works to here by using a multimeter to test for twelve volts or touch the wire to earth to sound he horn. If it doesn't work at this point then the break is in the engine bay.
Make sure that the column slip ring and brush can contact each other at this point. Often they need a little bit of bending to make a good contact. Then make sure that the small wire inside the column makes it up to the horn push button and makes good contact her too. It's important that it does.
