Looks like it may clip over the hex bolts that hold the wheel to the boss?

opps on second look, wheres the actual horn seat piece that sits under the cap? as it looks like there would be a section that the cap clips over

You should have a round plate that attaches by three screw to the centre of the wheel. In your pic you can see the outline where the screws have been.
Then when you bolt the wheel on the large nut also helps to secure the plate onto the wheel.
Plastic centrecap then pushes onto the plate.
I can get pics tonight if you require :)

You'd probably be better off buying another whole wheel to get the bit you want.

looking at the photo You need three parts the plastic base under the wheel the diecast boss that fits through the plastic base then in the steering wheel on the top side of the wheel is a metal ring these are all held in place with three screws, I may have some new ones, I will check if you want, If not i can help with a second hand set
Regards

Here's the pick of the plate that you are missing, maybe it is lying around somewhere?

The plastic centre cap then pushes onto the plate,no other parts under the cap.

There's also a version with the same piece in black plastic rather than alloy.
