Spacers are not legal, because generally speaking they can be unsafe.

unrelated question but maybe someone can help me

How do you remove wheel studs from disc and drum brakes?

I have been looking at my pictures and i assume you just hit it out and hit it the other way to put them back in?

I am thinking of getting 3/4" or 1" spacers with longer studs as its a far cheaper option then buying new rims and tyres and if properly fitted it should be ok.

Knock out and knock in, yes, but it really is not advised you do so.
Disc assemblies have short studs for a reason, if you replace these with long studs and spacers you could get into trouble that'll cost more than some wheels.
The rears are spaced by the drums as is, so you shouldn't do them either.

Trouble as in wheel bearings or police related?

I don't know much about cars so sorry for all the questions :D
Would it be "safer" to put 9mm spacers on?
I would like the wheels to be as flush as possible to the side of the arches without having to buy new rims.

Unfortunately the downside to these big flares is the need to fit wide rims to make the car look any good. I suppose its too late to change the style of flares so that you could use the smaller rims .

haha yes :/

The holes have been drilled and the flares have been painted and fitted.

Making the car fatter with spacers causes more load on ball joints, wheel bearings, and wheel studs. In addition, the shock absorbers should be upgraded.
When the car is being driven, its more likely to torque steer and the steering will be heavier.
The extra width will also put the car over track which if pulled over you can be defected for.
