contact your Police forensic division in charge of stolen vehicles. The hammered out number may be able to be recovered. I used to be a Cop and saw the forensic boys recovering changed numbers on a stack of cars we seized as part of a racket. The recovery was all done at the Alderley depot and from memory they were treating the metal with an acid solution which slowly ate away at the surrounding metal revealing the original numbers. See if you can find a sympathetic cop who will help you out.
