Im wanting to fit belts in the back of my deluxe for the kids.

I'm pretty sure deluxe's don't have rear seatbelt mounts, I'm sure I'll be corrected if wrong but you could just copy the later model mounts. I some states, big brother wants you to get them checked, if this is the case where you are, it's best to ask the certifier where they think they should go. It's a bit stupid but I'll use this sinario to explain.

You have an head on accident (not your fault) and your mates in the back fly out through the screen and get killed because you have no seat belts. You don't get charged with anything. Same sinario but you have fitted seat belts yourself and no certification. The mounts fail, you get charged with manslaughter. Certified ones, you don't, whether they fail or not.

See if you can see sense in that.

On the shelf or boot floor? Im guessing not since it never had seat belts. There is a new floor going in so hopefully that will have the mounting points in it already

I can put picture of Rover set up on if you like? Mine has enertia reels on parcel shelf. Enertia reels are probably better for kids, allows then movement but still secures them. do you have ER's in front?

The 2 last pictures are at funny angles as it's hard to take pictures in boot. The 2nd last is underside of parcel shelf on D/S/R. The last is lower R/H belt mount, pict needs rotating 90 deg anti clockwise

I'm led to believe that you can buy the correct plates from a place in Blacktown Sydney , but i'm not sure as to how you would go with the engineering side of things .
Apparently they can supply & fit and sort the legal side of it , i'll see if i can find their buisness name .
