Pick up a 180 or 200 amp Mig and have a try at welding

You can drink beer with the change ... :)

First question:

The roof railing, from what I've read this is a usual rust spot. Would you just cut this out and get a replacement? It almost looks as if the roof and body is joined here (light pressed together) so I don't think I can just cut it out and leave it.

Not beyond repair but will be a lot of work to remove all visible rust. :(

The gutter line is the joining lip that holts the roof to the body. It's just like all the other external seams (gutter, front and rear verticals, side sills, wheel arches and rear bumper lip) on the mini, their all spot welded together and are structural.
The method of repairs will depend on how bad the rust actually is, wire wheel it back to bare metal and re-evaluate how to tackle the repairs  .
