Tank has to come out.
Then I emptied it, filled and flushed with hot water, repeat.
I cut the neck, filled the tank with cold water to just below the neck, then welded the neck on with oxy acetylene (what I had at the time).
You could use MIG or TIG instead.
Then I drained the tank and dried it with a heat gun before refitting.
Check inside the tank for a rusty bottom; if it needs work, buy a fuel tank repair kit from VG auto paints. This puts an epoxy lining in the tank.

make sure the breather at top of tank is clear after lining it...!
No air in = you get no fuel out.
