Anyone know why the operation of window winders become so stiff.... and how do you fix it?

is it just a matter of replacing the regulator?

It is most likely to be the 40 year old grease gumming the regulator up.
Try a squirt of WD40 to free it up but the real solution is to remove the regulator, clean off all the old grease and apply fresh grease.

I recently had the same problem on my Morris 1100, they use very similar regulators.

Dry and dirty rubbers and runners can also hinder the operation. Dry lube works well.
