Maybe try to find some old ones? The problem is if they are oversize, ideally you want to use shoes that are also bonded to be oversized.
All my old solid "1 inch" ones are worn over the maximum, so I can't help there.
I think you'll find your 15mm drum is actually 1/2" if it's like mine with 17mm total thickness, so 17mm - 4mm for standard = 13mm spacer (12.7mm or 1/2")
I'd use 1/2" drums and a 5mm spacer, not legal, or ideal, but perfectly safe with the correct studs.
I have a single 1/2" spacer drum that you can have, it sounds like you only have one? Well so do I. It's unworn, at 178mm.

I have just put on my 1/2" spacer drum on the car and I have 4mm clearance between the shocky and tyre and a 3.5mm gap between the hand brake cable and tyre. Went for a drive and there is no rubbing. Looks like the 1/2" spacer drum is the way to go.
I measured the total thickness of the spacer from the mounting face of the drum and it measured 18.25mm. Can you check if yours is the same?
