I seem to remember that the additional Speedos could also be found mounted to the top rail of the parcel shelf, bottom right of the windscreen????

According to the factory documentation that's where the tacho was fitted (see below). All of the ex-police I've spoken to who drove the Cooper S say the SW Police Special speedometer was mounted on a rudimentary flat steel bracket above the steering column. It was attached by wing nuts as it had to be removed and the calibration checked on a monthly basis.
